If you press the button twice in quick succession, it locks the car without folding the mirrors so try again, but waiting a second until the mirrors start to fold before pressing again to deadlock the car. If they still don't work, then yes it's off to the dealers to get it sorted under warranty.
If your mirror has wires (outside air temperature, fold back, electrically adjustable), remove the door card by following the instructions in this topic Citroen C3 door card removal 2002-2009 and disconnect the plugs that have been exposed - shown in the picture below

Yes Mine does this. Since installing a double USB/Cig lighter adapter, my left wing mirror doesnt fold out unless I press the start button without operating the brake pedal. Its is caused by the BCM not registersing correcly with the adapter in place. Its a conflict in ht electronics.
